[TYPO3] No Flexible Content Elements in new content list...

Whenever I create a new content element on a page I get the normal list of the various types available to me---text with picture, regular, html only, plugins, special, etc.

There's a section title flexible content but there's nothing there for me to pick from.  This is across the board on all of the t3 installations I've set up, and I've (obviously) created FCE but they never show up.

Right not I'm choosing another element type, a plugin for example, and in the element properties screen I change the type from whatever I selected to flexible content.  I'd love to just select the proper FCE at the start.

Oh, I've also tried adding a description for FCEs in question but nothing shows up when I create new content...

Any ideas?
