My server admin installed typo3 4.0.2

In the Template Module when I click INFO/MODIFY on a new template,
there are no static templates listed in the "Include Static" selection
box.

Under Include Static from Extensions i have CSS Styled Content.

Is this the normal 4.0.2 install or is my admin missing something
