[TYPO3] upgrade 3.8 -> 4.0.2 = wrong charset

You are sure you look at the correct installation. Setting forceCharset 
does change the BE charset. I see no way it could fail, except there are 
anomalies in the installation. Have a look at localcof.php. Is there 
anything wrong?
