[TYPO3] News was gone during 3.8.1 to 4.0.2 upgrade!

Here is a bit more information.  I tried to install tt_news 2.2.24 again
and got

Dependency Error
 The running TYPO3 version (4.0.2) is higher than allowed (3.8.1)

I checked the 'Ignore this version requirement' checkbox but the tt_news
still could not get installed.
