[TYPO3] Inconsistent "Database error"

The solution was that the BE seems to make ALOT of persistent DB
connections. And my webhost has set the limit to 15 (!!) simultanious
connections. So I went in the Installer and set [SYS][no_pconnect] = 1 and
all my problems were solved. Is this maybe a design flaw in TYPO3?
