[TYPO3] Multilanguage sites: mens to show only a specific language?

Matthias,

that sounds like exactly what I'm looking for except:

1- I can't find the "Hide page if no translation for current language 
exists" check box, even though I have "Show secondary options 
(palettes)" on.

2- how do you create a localized page?
