move content elements up/down is missing - endeed someone has tried to 
fix it with an extension - I don't know if succeeded


If I remember right in 1.x adding new content element after works
but in enable=toolbar the wizard for creating new content elements works 
buggy (at least in 1.0)

the wizard is as default in admin panel
