according to the author of TinyMCE for Typo3 the title belongs to
the core api of Typo3. Then the same bug should exist also in other
editors than TinyMCE too (in principle in HTMLAREA for Typo3 this might 
be fixed in the extension class). You should look at the
class SC_browse_links in typo3/browse_links.php
