[TYPO3] Creating a SOAP server in TYPO3

Hi,

I'd like to make a SOAP server in TYPO3.

The purpose is to give access to TYPO3 database without giving a raw
MySQL access. I have an application server that has to get some
contents, fe_users, news, … from TYPO3.

I understood that I have to use "eim2soap" but I don't know how.
I thinkI have to make an extension, but wch type : Backend, Backend
Module, Service, FE Plugin

I have 2 ideas :
- either create an internal "application" accessible from the net
- either create a plugin, placed on a page

Maybe you have some advice
