[TYPO3] Sitemap modification

If "StartingPoint" is not used then what is its purpose?

As I wrote "Menu from sub-pages" does not show all levels, which is a 
requirement.
I don't understand how I can create a new root level page which might be 
pointing to this sub-tree. I tried a few approaches but unsuccessful.
