certainly sometime true but in most cases TypoScript makes easy to
do with small configuration something, which you need much programming 
using pure PHP - this is the basic idea of TypoScript. TypoScript is
extremely fast - if you know how to do things.
The problem is that you need to learn doing things and some cases that
takes time.
