You can use optionSplit on each and every part of the setup inside the 
itemstates (NO, ACT, ...).
So this one should do the job:

1.NO {
    allWrap.cObject = TEXT
    allWrap.cObject {
        value = |*| <li>| |*| <li class="last">|
        override  = |*| <li class="BL">| |*| <li class="BL last">|
        override.if.value = 120,41,44,38,40
        override.if.isInList.field = uid
    }
    wrapItemAndSub = |</li>
}
