[TYPO3] Running Multiple Sites from one instance of Typo3

1. Yes, just chown them to the right user, possibly you can create some 
standard script to do this.
2. Yes, every installation is just an empty dummy installation. So you 
will start everytime by running the installation tool where you can 
define the database etcetera.
