Pherhaps your PHP/GDlib isn't compile with JPG support ... I didn't ever hear of such
a thing as JPG and PNG are compiled in by default but it could be a possible reason ..

go into the Install tool > Image processing and have a look if reading and writing JPG
images works properly ... if it works there you have another problem as no jpg support
in gdlib.
