I am not sure if this is the problem that you are experiencing but try this:
<!-- ###SUB_MENU### start -->&nbsp;<!-- ###SUB_MENU### end -->

I have had problems with empty subparts not being replaced before.

Alternatively make a marker for the SUB_MENU:

###SUB_MENU###

page.10.marks.SUB_MENU < temp.L1menu
