[TYPO3] Tools>Config+DBint (lowlevel) does not work after reinstalling

"Stops" - does that mean you'll get a white empty page? In this case there
happens to be a PHP execution error. Go have a look at the PHP log.

BTW I cannot reproduce your problem, so could it be that you are using some
XCLASS extension which breaks in combination with 4.0?
