[TYPO3] no text Color in RTE

Help.  I must be doing something wrong. I cant get the color picker icon 
or the font icon to show up in the RTE.  I get Char styles, para styles, 
  bullets, etc

I have tried adding TS to the page this does not change the icons. Do I 
need a extension to get these to show up?  Is there some setting in IE 
that causes this to not show up?

I have been fighting this for a week. I have been reading all the stuff 
on the web and it doesn't seem to work.

any ideas? I will try anything at this point.

Please help.
