[TYPO3] Created extension - file ext_typoscript_setup.txt missing

Hi

Im currently going through the tutorial(Creating a basic extensin) and 
videos(Frontend Plugin Development) and my problem is, that at a certain 
point in both tut. and video you have to edit the file 
ext_typoscript_setup.txt - but its nowhere to be found. In the 
typoscript object browser a lot of properties are missing from the 
created extension and its hard to move on.

Any ideas?
