[TYPO3] Default news element

Hello,

Is there a way to have a default news element that shows only if no other 
item is available ?

Something that would say "Sorry, there is no news for the moment. Come back 
later". I would like this item to automatically appear when other items are 
all archived.

I know I could do it manually and update the start and stop date everytime a 
new element is inserted, but that is not very convenient.
