[TYPO3] Help with simulatestatic

The documentation refers to "alias"

I can see this in a screenshot of  edit header in one of the 
tutorials I found online.

When I go to edit header on my site there is no input available for alias.
I'm using 3.7.1.  Is the alias feature  new in 3.8.1?
