[TYPO3] backend user using custom group permissions

I have provided a specifc backend user with the all
permissions available - except for admin, via a custom
backend user group but he is still unable to create a
"New content element" 


New content element >> Select type of content element
>> Typical page content >> Regular text element


Error message:

Sorry, you didn't have proper permissions to perform
this change.

Could some please advise as where I am going wrong?
