[TYPO3] CSS woes

I am a little confused about how CSS works in typo3.  As far as I can tell I
have three CSS files.  There is the one that comes with the CSS content
plugin, then there is the one I wrote and finally there is the CSS in the
generated HTML.  I am not concerned about the CSS file for CSS content as my
CSS file is included after and therefore overrides the definitions.  I am
concerned about the CSS included in the HTML file as this has precedence.
Is there a way to turn this off?  If not is there a way to control it?

Finally I have found that there are some non-printable characters in the
HTML that is generated for my site.  They are in the header section.  You
can look at them at (http://www.woodridge.cc).  I would like to not be
producing these as they give my validators fits.

BTW I am running typo3 v3.8.0.  Thanks for your help.
