[TYPO3] GMENU jpeg file write failure

I have an odd problem where jpegs are not being written out to the disk
when created by GMENU. If I change the file type to gif or png they are
created (thus not a permissions or TS problem). This problem only exists
in my typo3 4.0 install. I have a 3.8 install on the same computer using
the same IM 6.0.7 install, and it has no problems. I don't see any
problems in the install tool with image generation either (including
jpeg manipulation!).

It appears that typo3 thinks the images are being generated as there are
references to automatically generated jpegs in the output code.

Any guesses?
