[TYPO3] third level menu

Hi Aleksander,
Make the page Department no. 1 of type shortcut and set it to point to the
first subpage.

I have a three level menu myself and all the upper level menu items are
shortcuts to their first subpage. That way the top level menu item points
to the first page on the third level.
