Hi Bartosz,
I'm not sure if there's any ext straight to fulfill your needs.

There are some community plugins which have their owns forums and file 
sharing. If you want the fe users to be able to publish news, check 
NewsPlus.

I don't know if there is any way to give the fe users the opportunity to 
edit or add the pages without logging in to be.
