[TYPO3] localconf.php syntax error can bring all sites down?

What I find more important is that ext_tables.php and ext_localconf.php can
also break a site. This is especially a problem when editing these files
via the extension manager and not directly through the file system.

I already had some thoughts about having a safe-mode in TYPO3, causing to
log into the Install Tool without loading any extensions...
