[TYPO3] localconf.php syntax error can bring all sites down?

Yes. But this is not typo3 problem. This is how PHP works.

Apache has nothing to do here. localconf.php is a part of typo3 
installation. If it contains error, PHP cannot continue and brings the 
whole typo3 down.
