[TYPO3] install tool password change

i've never, ever gotten this to work.
i entered a password in the install tool box, copied the hash into the
localconf.php file and saved that.
entered the password again - still locked out.

Just tried typing it manually (if some crap characters got in there) but no,
no luck.
Suggestions?
