Yes and they work fine many of the templates ... I made 5 testsites in less
than one hour using templates from www.oswd.org . So for purposes where
design isn't the highest priority they can be used with succes. But in
general if you want something more than average sites you have work for it -
whether using you're TYPO3 or any other CMS.
