[TYPO3] Please Help - how to link to images/css in html element (newbie question)

Can anybody help me out please.
I want to link to an image in a html section. My Question ist which
relative path to use for the image (which may be found in the
Image_Archive directory)
Also I'm looking for a good solution to use css in html sections. Is
there any recommended way to do this?
