Hi bartek, take a look at this extension:

Frontend RTE - (ExtKey: tc_ferte)
"Extends Typoscript content element FORM with a type 'rtearea' that shows a 
RTE instead of the default textarea."


Should be fairly easy to setup a mailform with RTE.
