[TYPO3] Turn off workspaces module in 4.0-beta

Hi.

Testing 4.0-beta, I played around with the new workspaces. I tried to
turn it off completely in the BE for certain users by removing the BE
module in the user/group configuration - without success.
It is not listed in the modules section and I only found some flags in
the user/group configuration to change workspace permissions.

Does anyone have a suggestion? Thanks in advance.
