default extension of Typo3, but *NOT* as default enabled.
Necessary for frontend editing.

BTW. I made 'tm_contentaccess', which you can at user/user group level 
customize button sets of edit panels (disadvantage is that it affects 
also to the admin panel, where is the 'toolbar' buttonset - if you 
enable the toobar to edit panels and you disable some toolbar buttons, 
they are disabled also in the admin panel).
