[TYPO3] Howto create a 'user' account outside BE

I know about the creation of an admin account throught he install tool. But 
as said, I cannot login with any admin account. Now I want to try if a 
normal user account (no admin rights) works. From what i understand mysql5 
prevents admin pages from loading, so hence my attempts to create a 'user' 
account
