[TYPO3] page cannot be moved even though its permissions allow to?

Hello everyone,

Typo3 3.8.1.

Here is the problem.

User1 and user2 are in the same group (testgroup).  User1 created a page 
(newsubpage) in the page tree.  The page tree structure:

page1
   subpage1
   newsubpage
page2

The permissions of newsubpage are:

Owner: ***** (user1)
Group: ***x*  (testgroup)
Everybody: xxxxx

Now user2 needs to move newsubpage to somewhere else.  The strange thing 
is user2 can move newsubpage to any different positions on the same 
level under page1 without any problem.  But when user2 tries to move 
newsubpage to a different level under page1 or outside of page1, she got 
the error:

"1: Attempt to move record 'mccoytest' (pages: 1772) without having 
permissions to do so"

Anybody ever seen such a problem and know what could be the cause of the 
problem?
