[TYPO3] How do I get the TER2 working in 4.0beta3

I am having problems with the TER as well. I did the above steps and got 
a message that said "The extensions list has been updated and now 
contains 1400 extension entries."  When I search for anything I always 
get 'No matching extensions found.'
