Why it should be converted anyway? If you say mysql it is utf-8, why it
should convert to anything from anything? How does it check that it is
actually utf-8 and not something else?

Same for latin1. How does it know that it is actually utf-8 and not
latin1? You can use all 255 character entities in latin1, so mysql will
never know what your data is - latin1 or utf-8.
