[TYPO3] Forbidden when trying to clear cache on a new install

Try disabling mod_security with .htaccess

Hello list

On a new typo3 v. 4.0 installation i suddenly get a Forbidden when trying to
clear the cache. I get the following error:

You don't have permission to access /ty3/kareen/typo3/tce_db.php on this
server.

I have tried to chmod everything to 755 and 777, but no luck - a bit
strange. Anyone seen this before? or got a good idear?
