I think that tt_news will be a good choice to handle the sections:
you can ...
1. create categories for each of your sections
2. use the simple tt_news-search function
3. build list-views and tease e.g. your latest articles.
4. put each article on its own page and refer them as a news.
5. attach files and show them at the end of an article
6. create relations of different articles, those can be shown at the end of the article.

At the moment I've no better idea than using tt_news for your project.

As I wrote above, you can use the tt_news-own search und category-tree. I'm not sure if the ordering of articles as you prefer might be work with tt_news only. Therefore you might need another extension for tt_news or, if it don't exist, I'll need to (let) programm your own.
