In my opinion it should be

# first level
    lib.menu = HMENU
    lib.menu.1 = TMENU
    lib.menu.1 {
      blaablaa
     }

# second level
    lib.menu.2 = TMENU
    lib.menu.2 < lib.menu.1
    lib.menu.2 {
     blaablaa
     }
