[TYPO3] plug-in trouble

When I go to insert a new content element, the list of Plugins at the bottom
of the New Content Element wizard page is incomplete.  To get to some of my
plugins, I have to first insert some type of content element, then go in and
edit the type to Insert Plugin, then save and go in choose the right plugin.
How do I get all of my relevant plugins to appear in the wizard?  Thanks!
