[TYPO3] New typoscript include method for extensions

Hi

While using the deprecated method for including default typoscript 
constant and setup, it was possible to set the contant values from the 
backend interface (Web > Template > Constant Editor). Can anybody tell 
me how the same cam be achieved using new and recommended static file 
method. I couldn't find any interface for doing this.
