[TYPO3] messy pageheader in typo3

Hi,
 
Why does typo3 include stylesheet codes of plugins that don't even run
on a page. For example the extension chc_forum. A lot of style codes are
included in the pageheader as soon as the extension in installed. I
think it would be better if these styles would be included only if the
plugin is running on a page. Or is this forced by the extension itself?
