[TYPO3] Can't create Website User nor Usergroup records in BE

    Hi all,

    I was reading throught the Calendar documentation (cal extension) 
and realized that my Typo3 website doesn't let me create Website User or 
Usergroup records. In other words, my Typo3 setup doesn't show the types 
of records presented in the image below when I click "create new record".

    Does anyone know why this would be disabled (I thought these records 
were enabled by default)? How can I make create those records again on 
the BE of my Typo3 website?

    I'm using Typo3 3.8.0 and 3.8.1 and have the /newloginbox and 
//dkd_feuser_belogin installed and enabled, just for testing, as I'm not 
really using those extensions.
