[TYPO3] different pages accesst rights for workspaces - bug or feature?

With Web>Access I can set the access rights for each workspace differently.

That is, I can set them (on each page as recursive edit is only for LIVE), 
but the settings have no effect. It's always the acess rights of LIVE that 
are calculated.

I'm confused. Is it a bug that always LIVE is used? Or is it a bug that I 
can "change" the access rights in draft/custom workspaces?
