[TYPO3] htmlarea not showing html button

I upgraded to TYPO3 4 and very few of the buttons remained in the editor. By
setting  RTE.default.showButtons=* in page TSConfig most of the buttons
returned with the exception of the html button. I have tried
options.RTEkeyList=* in user TSConfig but this had no effect.
