[TYPO3] jumpUrl and External URL

Hi, I was just wondering what exactly the jumpUrl function and
jumpurl_enable config property do. How do they relate to External URL
page types? Whenever I publish External URL pages, they do not redirect
and just return 1. Any ideas why that happens?
 
I would greatly appreciate any help in figuring this out.
