[TYPO3] "&" in sitetitle again - RTE issues

Hi there,

i asked some time ago how i can stop typo3 from changing "&" to "&" 
in the Sitetitle. Any ideas?

Related to this i found some annoying defaultbehaviours that stop my 
workflow badly:

the RTE changes "<fooo>" to "&gt;foo&lt;"  even in html mode. That is 
quite annoying  - even  so i guess i can change that somewhere it would 
be nicer to have this "plain" by default, so i have more flexibility 
(using the RTE AND HTML at the same time).

Overall i think its annoying if typo3 preprocesses anything - it makes 
things intransparent and due to this more configuration necessesary.
