[TYPO3] External URL breaking?

Has anyone ever had the External URL page types not function? We have a
multi-tiered server environment with each server running Apache with
PHP. The External URL pages work fine within the TYPO3 system, but once
the page is published to a non-TYPO3 server, the page returns 1 instead
of redirecting.
 
Does anyone have any ideas what is going on, how to fix it, or what a
good workaround might be?
