[TYPO3] password-protected subfolders in fileadmin (for frontend users)?

I use fileadmin to upload files, like pdf and other.

I would like to make some of the subfolders in fileadmin readable in the 
frontend only for users who specify a username/password.

Normally, I'd do it htpasswd program run from the server shell.
However, file uploads and user administration will be done by someone 
else (a non-technical user).
So I thought that it would be probably a better idea if the person could 
add and remove users, which can access specified fileadmin subfolders, 
from TYPO3 backend.

Is it possible somehow in TYPO3?
